Purpose & Significance

To serve as a universal tax identification number, facilitate income tax filing and refunds, prevent tax evasion, and fulfill mandatory KYC compliance for banking and high-value transactions.

General Eligibility Criteria

Any person (individual, Hindu Undivided Family, company, firm, trust, or foreigner having financial dealings in India) who earns taxable income or enters into financial transactions requiring PAN.

General Documents Required

  • Form 49A (for Indian citizens) or Form 49AA (for foreign entities)
  • Proof of Identity (Aadhaar, Voter ID, Passport, or Driving Licence)
  • Proof of Address (Aadhaar, Utility Bill, Bank statement, or Passport)
  • Proof of Date of Birth (Birth Certificate, 10th marksheet, or Aadhaar Card)
  • Two recent passport-sized color photographs (if applying through physical/scanned route; Aadhaar e-KYC paperless mode does not require physical photos)

General Application Workflow

Standard statutory flow from application presentation to final issuance

Fill online Form 49A on Protean / UTIITSL portal, or request Instant e-PAN using Aadhaar OTP on the Income Tax e-Filing portal.

Authenticate identity paperlessly using Aadhaar-based OTP or submit scanned copies via digital signature (DSC).

Pay prescribed card processing fees electronically (instant e-PAN is free of cost).

Income Tax Department validates records and generates 10-digit PAN.

Digital e-PAN is sent via email immediately, and physical plastic smart card is dispatched via postal mail.
