Union vs. State Jurisdiction

Under the Seventh Schedule of the Constitution of India, sovereign travel documents (Passport), direct taxation (PAN), and citizen identity (Aadhaar) fall under the Union List. Land records, stamp duties, motor vehicle taxation, and civil community certificates are governed by State Legislative enactments.

Where to Submit Applications

Most services provide online application forms through national platforms (Parivahan, Passport Seva, voters.eci.gov.in) or state portals (e-District). In addition, Village Level Entrepreneurs (VLEs) at authorized Common Service Centres (CSCs) provide offline assisted application facilities.

Digital Verification & DigiLocker

Under Rule 9A of the Information Technology (Preservation and Retention of Information by Intermediaries) Rules, 2016, electronic certificates (like Driving Licences, RC, Aadhaar, and PAN) pulled into DigiLocker are legally recognized on par with original physical certificates by all law enforcement and statutory bodies.
