Purpose & Significance

To record vehicular ownership, engine and chassis numbers, vehicle class, pollution standards, and road tax payments, ensuring accountability, public safety, and roadworthiness.

General Eligibility Criteria

Any individual, enterprise, or government organization purchasing a new or pre-owned motor vehicle destined for use on public roads in India.

  • Form 20 (Application for registration of a motor vehicle)
  • Form 21 (Sale certificate from vehicle manufacturer / authorized dealer)
  • Form 22 (Roadworthiness certificate from manufacturer)
  • Valid third-party or comprehensive motor insurance policy certificate
  • Proof of address of the vehicle owner (Aadhaar, Voter ID, Passport, or Electricity bill)
  • Valid Pollution Under Control (PUC) certificate
  • PAN Card or Form 60/61
  • Customs clearance document (if imported vehicle) or temporary registration certificate (if applicable)

General Application Workflow

Authorized automobile dealer uploads vehicle chassis and buyer credentials onto the Vahan 4.0 portal.

State road tax and statutory registration fees are paid electronically.

Motor Vehicle Inspector examines vehicle specifications physically or electronically at the dealership/RTO.

High Security Registration Plate (HSRP) is fitted and synchronized with the Vahan database.

Registration Certificate (RC) smart card is issued and digitally accessible on DigiLocker / mParivahan.
