Purpose & Significance
To certify that an individual has acquired requisite driving competencies, passed statutory knowledge and driving fitness tests, and is legally permitted to operate specific vehicle classes.
General Eligibility Criteria
Learner's Licence holder of at least 30 days standing. Minimum age: 16 years for gearless motorcycles (<50cc), 18 years for light motor vehicles (cars, motorcycles with gear), and 20 years for transport/commercial vehicles.

- Proof of Address (Aadhaar, Voter ID, Passport, or Utility Bill)
- Driving School Certificate (Form 5) in case of commercial transport licence applicants

General Application Workflow

Apply online for a Learner's Licence (LL) on Sarathi portal and pass computer-based traffic theory test.
Practice driving under supervision for a mandatory minimum period of 30 days (valid up to 180 days).
Book slot for driving skill test on Sarathi portal at the local RTO / Automated Testing Track.
Appear with appropriate vehicle class for the physical driving test before the motor vehicle inspector.
Upon passing test, biometric data is captured, and smart card driving licence is dispatched via registered post or downloaded via DigiLocker / mParivahan.
