Purpose & Significance

To establish eligibility for state quota seats in state universities, medical/engineering colleges, state public service commissions (PSC), scholarships, and localized welfare schemes.

General Eligibility Criteria

An individual who has resided continuously in the specific State/UT for a minimum period stipulated by state law (typically 3 to 15 years), or owns ancestral property, or was born and educated in that state.

General Documents Required

Standard documents typically requested by statutory authorities during verification

  • Proof of continuous residence in the state (School records, ration card, voter ID, electricity bills, or continuous bank statements)
  • Proof of Date of Birth and birthplace (Birth Certificate or 10th Class mark sheet)
  • Copy of land records / property deed / house tax receipt registered in applicant's or parents' name
  • Proof of identity of applicant and parents (Aadhaar Card, Voter ID)
  • Affidavit affirming domicile status and continuous stay in the state

General Application Workflow

Village Revenue Officer / Lekhpal conducts locality check and validates period of continuous residency.

Tehsildar / SDM reviews documentary evidence and officer endorsement.

Upon sanction, digital Domicile Certificate is generated with verification QR code.

Citizen downloads authenticated certificate directly from the online portal or receives printout from the service centre.
