Constitutional Definition

The de facto (real) executive head of the Government of India, who leads the Union Council of Ministers and directs national executive administration and policy formulation.

Constitutional Purpose & Role in the Republic

To serve as the principal advisor to the President of India, coordinate union ministries, guide parliamentary legislation, and maintain collective executive responsibility to the Lok Sabha.
